Mr Tao Wu

Chairman

Mr Tao Wu has nearly 30 years’ experience in nonferrous metallurgy and extensive management and technical expertise in this area.

Mr Wu studied at the Department of Materials Engineering at the Southern Institute of Metallurgy from September 1992 to July 1996.  He later obtained a masters degree from the same institution.

Mr Wu’s senior roles include Deputy General Manager at Shenzhen Zhongjin Lingnan Technology Co., Ltd and General Manager at Shenzhen Zhongjin Lingnan Nonferrous Metal Co., Ltd.  He previously served as Plant Manager of the Smelting Division of Shenzhen Zhongjin Lingnan Nonferrous Metal Co., Ltd.

From June 2019 to December 2023, he was the General Manager of the company’s Smelting Division.

In December 2023, Mr Wu was appointed Executive Deputy General Manager of Guangdong Rising Nonferrous Metals Group Co., Ltd.

He was appointed Chairman of the PanAust board on 1 July 2024.

Ms Yuan He

Ms Yuan He has more than 20 years’ financial management experience across a range of sectors including finance, development, technology and mining.

Ms He began her career in 2003 as Assistant Manager at Guangdong Yueke Financial Group Co., Ltd. after completing an accounting degree  at Jiangxi University of Finance and Economics and has held senior financial positions with various Guangdong state-owned companies since.

Ms He worked for Guangdong Yueke Financial Group Co., Ltd for 11 years before moving to Guangdong Rising Digital Tech Co., Ltd where she was appointed Vice General Manager, Finance Department. In 2015, Ms He moved to Guangdong Rising Holdings Group Co., Ltd. where she worked for eight years in senior management positions.

Ms He joined Guangdong Rising Development Co., Ltd. as its Assistant President in 2023 and in 2024, Ms He took on her current position of Chief Financial Officer of PanAust.

Ms He became a Non-Executive Director of the PanAust Limited Board of Directors on 31 May 2024.

Mr Yanbing He

Non-Executive Director

Mr Yanbing He has more than 15 years’ experience in engineering design, investment and decision-making advisory, project management and corporate management, together with extensive technical and management expertise in the metallurgical and mining sectors.
Mr He completed a Bachelor’s degree in Mechanical Engineering and Automation between 2003 and 2007 at the School of Mechanical Engineering, University of Science and Technology Beijing, where he subsequently obtained a Master’s degree in Mechanical Design and Theory and, in 2024, a Doctorate in Mechanical Engineering. He is a postgraduate supervisor at the Jiangxi University of Science and Technology and holds a number of professional qualifications, including Senior Engineer (Metallurgical Machinery and Electrical Engineering), Class 1 Constructor, Consulting Engineer (Investment) and Senior Whole-Process Project Manager. Mr He also serves as an expert adviser to Guangdong Rising Holdings Group and to several Jiangxi provincial authorities.
Mr He began his career in 2010 as a designer, research and development engineer and project manager at China Nerin Engineering Co., Ltd., where he led or participated in more than one hundred non-ferrous metallurgical engineering projects across China and overseas, covering design, manufacturing and construction management, and completion and acceptance. In 2015, Mr He joined the Jiangxi Consulting and Investment Group and its subsidiaries, where he held a range of senior roles over the following decade, including Project Manager, Department Head, Assistant to the General Manager and Deputy General Manager, as well as Chairman and General Manager of Jiangxi Jiangzi Anruiqi Risk Management Consulting Co., Ltd. During this period he led the management of several hundred projects spanning government investment decision-making advisory, PPP advisory, equity investment and merger and acquisition advisory, and the acquisition and integration of platform companies. Mr He later served as President of the Jiangxi Machinery Industry Design and Research Institute.
Mr He joined Guangdong Rising Holdings Group Co., Ltd. in July 2025 as Deputy General Manager of the Environmental Protection and Safety Department, where he is responsible for the Group’s internal safety and environmental management as well as the management of the Group’s overseas projects. Since June 2026, he has also served on a dedicated full-time basis as Head of the Group’s Overseas Projects Working Group.

Mr Chuming Liang

Non-Executive Director

Mr Chuming Liang is the General Manager of the Business Management Department of Guangdong Rising Mining Group Co., Ltd.
Mr Liang is a graduate of the South China University of Technology, where he obtained a Bachelor’s degree in Process Equipment and Control Engineering and a Master’s degree in Industrial Engineering. He is also a certified Project Management Professional (PMP) accredited by the Project Management Institute (PMI) of the United States, bringing a solid foundation in both engineering and management.
Mr Liang has over fifteen years of experience across equipment manufacturing, corporate operations and business management. Prior to joining Guangdong Rising Mining Group, he held positions at Dongfang Electric (Guangzhou) Heavy Machinery Co., Ltd. and Guangdong Huajian Enterprise Group Co., Ltd., where he served in a range of managerial roles, including Deputy General Manager (acting head) of the Development and Operations Department and the Enterprise Management Department. In these roles he led departmental operations and corporate management, accumulating extensive experience in corporate development strategy, business management and project management.
Since joining Guangdong Rising Mining Group Co., Ltd., Mr Liang has served successively as Deputy General Manager and Deputy General Manager (acting head) of the Business Management Department, and currently holds the position of General Manager of the Business Management Department, with overall responsibility for the Group’s business management functions.

Mr Zhibin Huang

Mr Zhibin Huang has more than 20 years’ managerial experience with Guangdong Rising across its energy and mining sectors.

Mr Huang has a degree in Science in Management Engineering and Trading. He also studied a postgraduate course in 2002 in international commerce and business administration.

Mr Huang started his career in 1992. In 2001, Mr Huang joined Guangdong Rising as the Manager of Commerce Department. Since 2004, he has acted the role as the Deputy General Manager of Guangdong Rising Development Co.Ltd for almost 20 years. During this period, he also held various general manager, deputy general manager role as well as Board Director role in several Guangdong Rising entities including Guangdong Rising Power and Fuel Ltd, Guangdong Rising (Laos) Investment Co. Ltd, and Guangdong Rising Mining Resource Investment Co. Ltd.

From these roles, he accumulated extensive knowledge of the business, and experience in the mining industry.

Mr Huang was appointed to the PanAust board on 24 June 2024.
